Email Marketing: Yahoo TS03 421

Yahoo launched a new error code, the TS03 error code around 8/27/2008. This is a temporary deferral (seems to last awhile though) that blocks the IP.

I am uncertain what causes it. However, I believe it has do with absolute (total quantity of) complaints. On a side note, only Yahoo would make this a 400-level SMTP error when permanent failures should be a 500 level error.
